Essex County, extreme SW Ontario,
Double check that the steering wheel bracket, the one that clamps on the spokes and holds the gear, is properly centered, then recheck that one of the small wing nuts holding the removalble bits hasn't loosened up. The tolerances are somewhat type, an 1/16" is enough to make things bind. In the fall of '18 I took off our ontrac3 for storage, worked fine,,, spring of '19 without changing anything I could hardly turn the wheel with it mounted...At first I though the little motor was seized , but that checked out... a minor adjustment and I was good to go. Not sure what moved, or how it moved though.
