If they had a decent fungicide seed treatment, they should be fine. If they were naked seed, I'd be skeptical.
Fungicide and seed treatment don't help with gall midge.
No, they help with delayed emergence in cool wet soils.
I'd expect the Atlantic Ocean to protect the OP from gall midge for at least a couple more years.
