Subscribe to the MSU Fruit and Nut news letter and you can keep up with insects and deceases in your area on a weekly basis along with how to treat the problem. I haven't used dormant oil in years only because I dont want to spend the money. I start the season with a delayed dormant spray of Sulforix. Sulforix is a lime sulfur mix that
is listed for a very narrow amount of insects but the main reason I use it is for over wintering decease spores. There are many variations of lime sulfur and each one will have a different labeled use rate. The one thing they all have in common is that if you are going to use dormant oil and lime sulfur , you must wait a certain amount of time between applications or you will have tree damage. The rest of the year I use captan and Oxidate tank mixed, for fungicide and so far it has worked. Insecticides, it just depends on what insects you have. My experience is on apples and pears.

Thanks
