Why not just label it whatever country the animal was born in,  USA , Canada  Mexico or where ever. All the big orginations seem to want is a  way to trace where animals come from it seems they only want that to apply to American producers. All other products have a country of origin id. except beef. If you want to import mexican or canadian  cattle to feed here they would  just be labeled as mexican or canadian country  of origin.
