7AC didn't have electrical system. Non-generator equipped certificated aircraft are not required to have ads-b. Exempt.

Since you are able to obviously legally fly your PA18 (?) without xpdr, you should be able to fly that same airspace without ads-b. Maybe you already knew this.

Any airspace that requires the use of a Transponder today will on January 01, 2020 also require aircraft to be equipped with a Version 2 ADS-B Out system. ... For more information, review the FAA ADS-B requirements per airspace.Jan 1, 2020
