I have no experience with oats, but dad has said he hates them because they go down about 2 weeks before they are ready to combine. You're saying combine the oats in say July, bale the straw and the clover will come along after that?

Don't be afraid of oats! If you're looking for some straw+a little grain+maybe a cutting of clover late this summer, then @ 70# of oats, 200#+ or - of 6-26-30 and however much cheap red clover seed will work, without going down flat. Shoot, if they went in the first week of May it'd still be ok and you ought to be able to have the whole process wrapped up by mid to late August. At least that's how it would work "here".

The trick is, for your purposes, not getting carried away with the nitrogen. So if you're going to add some more nitrogen beyond what you spread for starter, then try to keep the total at or below 50#. The other thing is potash. Low levels make for weak straw, so don't be stingy with it, especially if your soil levels are low.
