I have found a couple of these balloons in the past.  A couple of them have been from school kids and they have had an address in it.  I send them back and usually get a reply.  Like yours, they seem to go 2-300 miles.

We found a weather ballon one year, nothing grew in that circle for several years.  It traveled 8-900 miles, came from Colorado.
