The original idea of pdf files is to just view things - and they would look the same no matter what kind of computer you were using.

Part of their use originally is anyone could look at stuff, but they couldn't change the documents

Nowadays you can redline a pdf file, you can run character recognition then edit it, or there are programs that will very accurately alter the image (like a counterfeiter painting over the serial number of a bill or the amount on a check and modifying it.

The best way is to get the originating applicaton of the pdf file (word, excel, tax program, art program, etc), make the changes you want, and then recreate a pdf file/
