Well, that's how they keep the thing in- inject saline solution into the catheter liner to create a bulb/balloon at the top end (inside the bladder). That keeps it from sliding out.
When the catheter is removed, the saline has to be drained out first, shrinking the balloon. Had to help my Dad with his when he had urine issues.
If they tried pulling it out without draining it, all I can say is wow, you deserve a medal!
