| Unfortunately, that happens in our rural church yard along the state highway all the time. #2 and associated paper byproducts have appeared both on the front doorstep and also behind the church.
My uncle developed a special device to deal with this problem of errant used TP. His invention basically consisted of an old broom handle with a long screw attached to the end. With it, you could literally have s__t on a stick!
We do have an outdoor "facility" at the church. The privy regularly gets biologically trashed inside the structure and also down the hole with regular trash. Had to move it over to a new hole within a year's time. Since the privy is trashed much of the time the popular option seems to be go directly behind the church, or directly in front of it.
There are other outdoor facilites available a couple miles either side of the church, but our "facility" seems to have a special appeal to a certain segment of society.
