You don’t need Internet access to setup a WiFi router to share a printer with laptop or other device. And as long as printer and your device are on the same network you should be able to AirPrint or setup the printer in your laptop.
Or quick search something like a $40 dollar hp 3830 says connect directly to phone or tablet without a network. Something like that should work for you.
