I think this is out of proportion. When you are driving in or to your field, tillage, seeding/planting, harvesting your crop, you are moving the dust and not making any new dust. The Clean Air Act is made for factory related products and we farmers are the producers of clean oxygen. Our crops clean the air by taking a lot of polluted air and gives it back as clean oxygen. It is an old story that 1 Hectare will produce enough oxygen for about 30 people per day. I'm not worried about the fines, I'm more worried about all those people who don't know anymore how nature is working. In fact farmers should be paid for all that clean air they deliver for free.
