Well, it looks like the Blackbird needs to be deployed again for spy flights over Columbia and the Oceans to track the subs.

Depth charges and etc would help in reducing the number of subs.

But until the demand for the stuff that they are shipping in with the subs is shutoff, the smugglers will contimue to find other ways to get the stuff to this country.
