I don't know where you are located, but find a geotechnical engineering company in your area and get some shelby tubes pushed (you could do it yourself). In the lab they are extracted and it is very easy to measure soil density and what geotech engineers call soil phase relations. Cheap, simple and it is the direct best way to know soil compaction (density, moisture, saturation, void ratio, etc....) Penetrometers are a waste of time.

Compaction is a relative term, so if you want to know how the soil density compares to an engineering standard for example you would have to have Moisture - Density relationship done. Geotech Engineers call this simply a MD Curve. Again, relatively cheap and easy. Or, if you simply want to know how the soil density compares to tram lines vs open field you simply calculate the relative difference or %. Again, go talk to your local geotech engineer, they do this in their sleep.
