Your goal should be to make a bale in as few of revolutions of the baler as possible. Each crop and conditions are different.

You don't want to plug the pickup because you're driving too fast but not enough pto speed. With that said though, I've never made a bale at pto speed. Just not gonna do it.

In 2012 when we were baling any stem that grew, couple times I put it in road gear and 14-1500rpms. Yesterday baling heavy fescue that barely fit under the tractor, I could only go 5-6mph at 1950rpm and still plugged the pickup a couple times.
