Sorghum Sudan, Yes. The stuff that gets pretty small can get out of hand in my brush meters but it's consistent once you get the population set. 

Pearl millet would be a controlled spill just like your drill would be and a real chore to figure out the population setting. You could even use backing plates and bean plates similar to when planting wheat or rye, but I don't think you'd get the results you're wanting. I've had good luck with tillage radishes and milo plates, but pearl millet is even smaller than that and would take some serious guessing to get the population figured out.
