That is true but it is the difference in voltage that causes the electrical charge to begin to flow through an object in an attempt to balance the electrical charge. In the case of something like lightning there is no shortage of available amps and the difference in voltage is what causes the electrical charge to flow. Without the voltage difference, available amps won’t kill either because the electrical charge won’t be transferring.

An electric fence is designed to release a high voltage but only at a safe amperage level.
