I think you need to either start by making a roux using butter, flour and a little milk and then adding cheese to the resulting white sauce and melting it. Or you need to use real cream heating it and adding the cheese. You will probably need to add some of the starchy water the pasta was cooked in to control the thickness. The sauce made with cream is sometimes called an Alfredo sauce.
