Subject: Wheat cover crop on prevent plant?

We can't plant until after July 15th but what about planting wheat as a cover crop on prevent plant? The erosion would be excessive unless we put something out there but I'm not real fond of cover crop seed from who knows where instead of wheat seed that is grown a couple miles from me. When should we plant it? When should I spray it with 24 d and roundup? Should I chisel it this fall? I've never had prevent plant so I'm open to any and all suggestions. University of Illinois has always said a soybean/wheat/corn rotation will increase corn yields 10 per cent.
