I would have your friend make sure they know the law and have him boldly confront his ex.
Tell her flat out that that crap stops by lunch or the end of day and if not they will report a crime. If this situation fits I’d say she is mail tampering. That carries a penalty of up-to 5 years In jail and up-to $250,000 fine. It would also probably cost her a good federal job as well.
I’d have the name of the top person at that branch as well as a regional manager/postal inspector to use as a threat to report the mail tampering.
