Near Intersection of I-35 & I-90 Southern Mn.
It may take a bit so this approach may not work for you. My truck plates aren't due until February of the following year. I followed the link and filled out the various pages on my computer and then printed out the PDF. It must be mailed in since one copy is returned. Took 10 minutes.
