Yes, stainless steel will rust. Some types worse than others, but the stainless qualities must be maintained by creating a uniform layer of oxidized steel on the surface. If you have any dairies around they should have some "pipeline" acid you could use. I think the major ingredient is phosphoric acid, though I think there is some sulfuric acid in many brands. Acid sanitizers usually have an organic acid component to maintain a bacteriocidal ph until next milking, but they function to maintain the protective layer on the surface of the steel just like the cheaper acid cleaners.
