I bought a used White from a neighbor who greatly reduced that problem. He ran the higher air pressure to prevent skips, then he doubled up on the tickle brushes, to eliminate the doubles. Still not 'perfect' but much better than stock.
It takes a bit of patience, to get two tickle brushes to fit properly, and they are only held in place with one bolt each, instead of two, but it can be done. Get it positioned just right, and tighten the bolt enough so it can't swivel around on it. Basically, you use the 2 original mounting bolts, but offset one brush forward, and one backward. Giving each seed 4 'tickles' instead of 2 cuts the doubles down quite a bit.
