Yes, you can pull a trailer with a tractor, IF it has current license plates, fully functional lights, fully functional factory brakes, and a current inspection tag. And the load has to be secured, same as if pulling it with a semi tractor.
My comment was wrong, if it's done legally. Was still thinking about the guy's reply above that said to use cage bolts on the brake chambers.
