Seed laying in clods is your biggest problem since one needs good seed to soil contact.   Strange to say this year, but hope for a good rain to dissolve those clods of soil around the seed.  A light shower or mist likely will not get the results you want.    If you have a rolling basket, might try running just that attempting to break some clods and shift some other soil around the seed....just a thought.
