I use a safety chain on all my wagons and have lights on one set and use the magnetic flashers on the other set. There is no reason for someone to get hurt just because we are too busy or lazy to do it right. And I haven't checked but it used to be in Iowa that all wagons needed safety chains and they needed to be big enough to handle the load.
