Subject: Electric Row Clutch problem

Southeast Minnesota
I have a 2012 Case IH 1220 8 row 30" planter with Ag Leader Row Clutches. I just got the planter this spring but cannot get all the clutches to disengage. I can get rows 5 & 6 to work fine ( they are getting 12v power) but I cant get figure out how to get the rest of the rows to get 12v power (the monitor says 1,2,3,4,7,8 are getting .1 v). The clutches all work because i ran jumper wires from row 5 to all the clutches and they would all disengage. I have a Case IH Pro 700 monitor. Does anybody have any idea why this is happening? Thanks for your help!
