If it is cooling a little, then it might be severely under charged.

If no cooling, I think you have a clogged or bad expansion valve or clogged orifice tube restricting flow of refrigerant.

The low pressure light would come on when the pressure on the low side of the system dropped to the 0-10 psi range usually. It might have some sort of time delay built in to keep the compressor clutch from cycling back closed if pressure rises immediately after the clutch is cut out. So the compressor clutch engages, pressure on low side drops immediately and low light would come on, the compressor would cut out and the light go back out until the delay was up and compressor clutch pulls in again dropping the pressure and turning on the light again. This is just a possible scenario, modern systems have computer controls that can screw up in amazing ways.

Orifice tube systems on automotive AC used to cycle rapidly when under charged but the low pressure switch was typically set to open and cut the compressor out around 20-25 psi to keep the evaporator from freezing up.

Any idea what the high side pressure is?
Have you put any refrigerant (R134a) in it? How much? Does the discharge line from the compressor get too hot to touch?
