If you need a permit and inspection then that's your answer. Otherwise, what do you expect to gain by tearing all that off? Maybe patch a few boards here and there.

You can tear it all off like 4wd and do ten times the work for no functional benefit. I'll stick with 2x4's fastened good, and tin, rib formed or standing seam (double check span over sleepers for standing seam). Tear it off and re sheat it if you want shingles. The biggest problem with that many layers is the weight, you won't have a snow load with a steep steel roof, and you won't add much weight with the steel.
