So how wd this play out then? If the Chinese are going to be "hurt" with "normal" PP payments, I'm surmising they will have to pay off someone to raise the PP payments
And who might that be-USDA, RMA, US Treasury, or Trump himself? It's hard for me to see where the 'Chinese have been hurt too bad yet
