This flasher module is brand new, and as the original one/new one is "a solid block of resin" with a Deutch connector on the end.
Im prone to wonder if the wiring harness has an issue somewhere.
I think my next step is to check sockets for battery/ground with the flashers on, and/or put my "telephone signal tracer" on and test continuity towards the module.
