Yes the drill should have some down pressure on the openers. There is a spring arrangement on each opener which can be adjusted for more or less down pressure in addition to that provided by the hydraulic cylinder. If your tractor has a leaky selector valve you may need to put a cylinder lock valve on the drill circuit to hold the lift cylinder in position when the drill is down to keep some down pressure on the openers.
The linkage looks like it has had some blacksmith engineering for what reason, I have no idea.
Read the operator's manual, it is not very long and should tell you what you need to know.
