It better not require previous production. I planted my first beans this year (before any of today's gossip) after after being corn on corn for at least the last 5, and I don't have any established soybean production on many of my acres. I think this payment is the worst thing that could happen, but if it does, I want my piece of it because my competitors will be getting theirs.
