I believe there was a tradeoff that was agreed to in Congress that ended the ban on the export of crude oil/etc in exchange for the implementation of the RFS. If the oil companies are truthful in saying that they can't afford to buy RINS then there is another solution to their financial troubles. Namely, Congress should re-impose the ban on crude oil exports to lower the input costs for the refineries. Not only would this be beneficial for US consumers, but it would also strengthen the US for the long term. In the immediate term it could serve as a message to China that we don't intend to sell them oil and other energy products if they are unwilling to engage in trade practices that we view as fair. I find it curious that Grassley is taking so long to investigate why the EPA has made such a disruptive change in its granting of SRE's especially since they can't point to a legitimate change in the law that permits it. Apparently laws only matter if someone is willing to enforce them.
