In your configuration, is every row set to a single “section”? A 16 row planter with 16 clutches but only 8 sections means each section controls two rows. In this case, blocking vacuum would be the easiest. If there are 16 sections and you want it turn off rows 1,3,5,... then you should be able to go into the row flow configuration and disable odd rows. I know it can be done because that is how Deere 179x planters disable bean rows when planting corn.
