Okay, no expert in fact haven’t put a wrench on a Waterloo Deere for 17 years now or so. But in general old mechanical Bosch pumps have throttle limit stop screws on the pump. Stand up by the pump a have someone move the throttle and it should be apparent what you need to do. It may be such a thing that some of the throttle linkage needs adjusted or replaced to make it pull the pump fuel control lever to the idle position you want. Just this word of warning, if you live in a warmer climate and idle the tractor much with the A/C on it is best to idle it in the 1000-1200 rpm range. When idling to slow in this scenario the engine fan does not pull enough air over the condenser causing the A/C high side pressure to rise above normal. This makes the A/C pump turn hard and can make the belt slip or eventually burn out the clutch. Leaving the idle set high may have been a way to prevent the hired help from causing this issue.
