Go for it. We wet bale it regularly.  We swath and windrow to bale, to minimize the corn stalk removal.  Chop would be great.  Not sure how it would pack let us know what you do.
Would think rye hay would be little above straw price.  Would be pennies compared  to alfalfa.  Last year wet rye bales 60$ per ton.  Grass hay upwards of 150$ per ton.  I have utilized rye over the years and very pleased to stretch feed supplies.  Got to know how to feed it and early cut the better.  Really turns to straw fast.
