This isnt an apples to apples comparison, but i start newborn holstein bull calves and i was giving inforce 3 on arrival and once pmh at 10 days or so. I waa having way to many issues with pasturella so i started giving the pmh on arrival. It made a very noticeable improvement. So short story is that if you feel there is a threat there, it would probably be a good idea to get them vaccinated sooner rather than later.
