Case blower motors are normally slower than all other especially a JD or IH. There is a high speed fan kit offered by AP Air that is also sold by Elmer's Repair. However when installing one of them, if your wiring is not in excellent shape it will burn it up due to too much load. Then another heavier new wire needs to be run to it.

As said above, check your evaporator to make sure it is not plugged. Make sure insulation up top is good under cab roof. Most case systems will freeze you out and have very few problems. Just aboyt every Case I have owned or worked on will make it so cold, you will want to turn temp up. Just did one we had it down to 26° inside and it was 70° outside.
