Check for power and ground to the 2 pole Deutsch connector at the clutch module. You must use a meter. Also the red hot wire only must go to each clutch so they are wired hot. The system will look for hot on each section called for in the configuration. Yours is not finding any clutches so I’m guessing power is missing.
