Mud scrapers are basically a u shaped piece of iron that sits under the disc and knife. It is to clean the dirt off between the bar and knife. It is standard with the quick change knife.
Every 313 around here has the lifters on the disc. Maybe that is because of wetter conditions that dealers order them that way. It will definitely help puck the crop up and throw it more into the crimper.
I had an early 163 that I had nothing but problems with and tried lots of add on. Ended up getting rid of it and going back to an old style head on a self propelled machine.
