Your GeoSteer (rover) may be seeing 20 satellites (combination of both WAAS and GLONASS) but that does not mean that the base station is seeing the exact same satellites. The RTK corrections are based off the satellites that the both the rover and base can see at the same time. It is possible that the 8 reported on the android app are the number of sats that both the GeoSteer and the Iowa CORS have in common.

Another thought is what firmware are you running on GeoSteer? There was a bug shortly after April 6, 2019 firmware that affected glonass in both the GeoSteer and ParaDyme. The current GeoSteer firmware is V2.0.34390 and can be found here:

If you are not running this firmware, maybe GeoSteer reports that it sees glonass (say 20 satellites total including both WAAS and Glonass) but it is not actually using them in the RTK correction? I'm not 100% positive how this exact bug works. But if you are not running this firmware, it is worth a shot to see if it fixes the issue you are seeing.
