On the Implement Setup page, System Tab, Tank 1 System button should take you to a page to input your valve type, valve cal # and encoder pulse count. What is the encoder set to? It may call the encoder Sensor Calibration. I'm thinking this number is too low. That's the only way changing the cfr by .0001 could cause that big of a change in your rate.
