Probably more expensive than what you want to spend but our two story far house has hot water heat. Downstairs has 2 heat zones/ thermostats so temps came be set differently between kitchen / bathroom & the living areas. Upstairs, bedrooms, has it's own zone / thermostat as well. We have separate central a.c. units for downstairs & upstairs. With programmable thermostats we can set temperatures to to change differently during the day or evening, depending which area we are most likely to be in. There's times, usually early spring, that we'll have the ac set to come on at night upstairs but the heat will be on downstairs.

For a single room I would probably look at a unit somewhat like a motel uses. Sems they have improved them in the last few years so they are not as noisey as they use to be. We use to have window ac units upstairs but hated the noise so went went with a completely separate central unit. We were doing some remodeling at the time plus it was off season so was able to get a fairly good deal on the ac unit as the guy was looking for some work to keep his uys busy.
