My neighbors and I have been talking about this here recently. I had looked on the NOAA weather site and looked at rivercrests for Hannibal Missouri records and the 10 highest, 7 of them have been since 2000. The weather is changing but there is also more silt in the rivers and more asphalt, concrete, and roofs that are not absorbing water. A big rain when I was a kid in the early 70s was #2 to 3". Now they are 3 to 10". I really noticed a change in 2008 when we had had big rains that year and now it's all or nothing in the rain department.
