In my heavy dirt a blade has to be something special to move very much, I would do what you say with a molbord plow. 2 rounds or more plowing into the ditch, try to make a wider flat deal for water to run instead of concentrating into a narrow spot. Might need some grass waterway at least a little to solidify things. Pack it as mentioned, the field cultivator going crossways might smooth out the plowing but leave ripples to slow water while it’s fresh.

There is risk in working up the ground and moving a bunch in a spot like this, but no other way to go about leveling it.
