Need more info, I guess.

Is the dam on the downstream end of the upstream neighbor’s field, and when it fills it runs over on the end off the dry dam, at, say, 200’ away from where the normal low spot would be? Then it erodes on the upstream end of the downstream field for a couple hundred feet until it gets down to the waterway or whatever in the low spot?

This is what I am picturing, based on your description.

Or is the downstream owner putting up a dam on the upstream end of his field and causing water to backup on the upstream landowner and cut in the upstream field at 200’ away from the low spot?
