China is very close to having a current account deficit. It's current account surplus has dropped form around 10% of GDP to less than 1% of GDP in 10 years and was negative for a time last year. What they have figured out is that exports are a cost not a benefit.
Right now it is the United States responsibility to be lender of last resort. For China to take over the rest of the world will have to trust China in that role.
