I have been looking since I posted a while back, and still have not found what I need. There are plenty of crimpers available on Ebay and Amazon for crimping terminals on 12-14 AWG wire, I'm pretty sure these would not be powerful enough to get the job done.

There are the utility grade crimpers, but I can't justify spending over $1000.

The most promising tool I have seen so far is from Milwalkee.  Maybe someone in here has experience using this tool for crimping sleeves on PEX plumbing.

The smallest die that I find available for this tool is for 1/2" pex sleeves, so I am pretty sure this would be too big to be useful for fencing. 

Does anyone happen to know what size die we actually need to crimp steel sleeves on barbed wire? What about the size die we need to crimp aluminum crimps on 15.5 awg smooth wire?
