No matter Big Oil.. Can't even get CENEX an AG Cooperative to offer ethanol?

Here in NY, the state has mandated 5% biodiesel for all state contract fuel, state DOT trucks,, school district buses for several years. It seems to work out fine. They did it because they wanted to get the waste cooking oil out of the waste stream which in the case of NYC, for instance, can be sizeable. Resturants put the oil in barrels or special tanks, multiple companies collect it and two or three companies make the bio diesel and truck it around to wherever it's needed. I see the bio diesel truck go by every so often.
It wouldn't take that much for fuel companies supplying farmers to add 5% biodiesel to their deliveries and it could provide a steady demand for the bio diesel companies.
